Havering fly-tipper fined as residents face clean-up bill

A Hornchurch resident has been ordered to pay £2,191 after waste bags dumped in Allendale Road were traced back by Havering Council enforcement officers.

Jelena Jermakovica, from Hornchurch, was prosecuted at Barkingside Magistrates Court after failing to respond to Fixed Penalty Notices, a statutory notice under section 108 of the Environment Act 1995, and several council requests to assist with the investigation.

The case was heard in Jermakovica’s absence after she did not attend court. Magistrates imposed a £440 fine, a £176 victim surcharge and £1,575 in costs, bringing the total penalty to £2,191.

Havering Council said the case followed a report of dumped waste bags in Allendale Road, Hornchurch. Environmental enforcement officers inspected the bags and found information linking the waste to Jermakovica’s address.

The council said its officers followed up the report as part of its environmental enforcement work against fly-tipping across the borough. The dumped bags were investigated after being reported, with the identifying information inside used to progress the case.

Helen Oakerbee, Havering’s Director of Planning and Public Protection, said the council would not tolerate illegal dumping and would take action against people who think they can avoid responsibility.

Clean-up costs for Havering taxpayers

The council says fly-tipping leaves Havering with unnecessary clean-up costs of around £1 million each year, with council taxpayers covering the bill.

Residents are being urged to dispose of rubbish legally and to check that any waste carrier they use has the correct licence. Havering Council also said residents should continue reporting fly-tipping so enforcement teams can investigate dumped waste across the borough.
