Scarborough West Pier plans set out harbour upgrades

Scarborough’s West Pier could be reshaped under revised regeneration proposals aimed at protecting the town’s working harbour while improving the South Bay waterfront for visitors.

North Yorkshire Council has opened a public consultation on the latest plans for the historic pier, where several buildings have deteriorated after decades of exposure to marine conditions. The harbour repair plans would repair heritage facilities, replace some structures that are no longer fit for purpose, and create new flood-resilient commercial buildings, public toilets, parking and pedestrian routes.

The consultation is open until Monday, 13 July, with feedback expected to help refine the project before a planning application is submitted.

New facilities for the working harbour

The revised proposals keep a clearly defined working harbour area on Scarborough West Pier, a point raised during earlier consultation and planning feedback.

Plans include improved fishery facilities, including new bait sheds and welfare facilities for harbour users. A flexible industrial space would also be protected so it can support possible future provision for a boat lift and pier expansion.

The council says the aim is to safeguard Scarborough harbour as a base for the local fishing industry, rather than turn the pier solely into a visitor attraction. That balance is central to the new version of the scheme after earlier plans attracted strong interest from residents, businesses and harbour stakeholders.

Visitor spaces, kiosks and a paved plaza

Alongside the harbour improvements, the proposals set out changes intended to make the pier more accessible and usable for visitors in Scarborough South Bay.

The plans include new kiosks, upgraded public facilities, better pedestrian routes and a new paved plaza that could be used for outdoor events and cultural activities. New commercial spaces are also proposed, with flood resilience built into the design.

A previous proposal to include a restaurant in Building 1 has been withdrawn. Other buildings would be repaired and brought back into active use where possible, while structures judged beyond practical use would be demolished to make way for new development.

Funding is proposed to come from part of Scarborough’s £20.2 million Local Regeneration Fund grant, formerly known as the Towns Fund, alongside investment from the council’s own capital budgets.

That fund has already supported local projects including work at the West Stand at Scarborough Cricket Club, new teaching facilities at the Construction Skills Village and the year-round Scarborough Fair programme of arts, heritage and sporting events.

Heritage buildings and safety pressures

West Pier is a historic asset in Scarborough’s south bay, but the council says major long-term investment is needed because of the condition of the pier and its buildings.

The project is intended to protect listed buildings, improve structural condition and safety, and preserve the maritime character of the harbour. Repair work would focus on bringing existing heritage facilities back into active use rather than leaving them to decline further.

Cllr Mark Crane, North Yorkshire Council’s executive member for open to business, said many facilities on the West Pier are in urgent need of investment. He said the project was intended to allow the pier to continue supporting local businesses while becoming a more attractive and sustainable destination.

“While some buildings that are no longer fit-for-purpose will need to be demolished to make way for new development, others will be carefully repaired to ensure Scarborough’s maritime heritage is preserved and celebrated,” he said.

Public feedback before planning submission

The council says the latest version of the scheme has been shaped by harbour users and local stakeholders, as well as responses to the previous planning process.

Residents, businesses and harbour users are being asked to review the revised proposals and submit comments before the consultation closes. That feedback will be used to refine the scheme ahead of a new planning application.

Cllr Crane said he wanted to thank those who had helped shape the proposals so far and encouraged people to review the plans and share their views.
