Shropshire Council has restructured its Cabinet to sharpen the focus on housing delivery and the local authority’s financial recovery. The changes, which come into effect today, May 14, 2026, involve the creation of new portfolios and the streamlining of existing roles to align with the council’s core strategic priorities.
Unified leadership for economic transformation
Deputy Leader Alex Wagner has been appointed to a expanded role overseeing transformation and economic growth. This consolidated portfolio brings together financial improvement, corporate services, and economic strategy into a single remit. The move is designed to accelerate the council’s push for savings and long-term financial sustainability.
Roger Evans will lead the Finance portfolio, supported by deputy David Minnery. These appointments come as the council continues its efforts to stabilize its budget while maintaining essential public services.

New portfolios for community and housing needs
A new Communities and Environment portfolio has been established, with Sarah Marston taking the lead. This role covers a broad range of local services, including libraries, youth services, sport and leisure, and environmental partnerships.
James Owen will head the Housing portfolio, which has been refined to provide more focused political leadership on local residential issues. This structural change follows recent initiatives like the Shrewsbury housing shift which successfully reduced the council’s reliance on temporary bed and breakfast accommodation.
Oversight of social care and infrastructure
Ruth Houghton has expanded her responsibilities to include Public Health alongside Adult Social Care. Education and children’s services are now unified under Andy Hall’s brief. Other key assignments include David Vasmer in Highways & Waste and Rob Wilson in Transport & Regeneration. David Walker remains in his current role overseeing the Planning portfolio.
Council Leader Heather Kidd stated that while the authority has made progress in managing its finances, this next phase is about turning stabilization into lasting improvement. Kidd emphasized that the reshuffle would help the leadership stay disciplined in the decisions required to make the council financially sustainable.
