Cheshire East Council has cleared the way for formal work to begin on a new Local Plan, the document that will guide where homes, jobs, roads, services and green-space protections are shaped into the 2040s.
The Cheshire East Cabinet agreed that a notice of intention to commence can be published. That step allows the council to move from preparation into the formal plan-making process, with the first public scoping consultation due to start in July.
Cabinet decision starts the formal plan process
The Local Plan will become the borough-wide planning blueprint for Cheshire East. It is expected to influence housing sites, employment land, town centre regeneration, transport links, affordable homes, environmental policies and the infrastructure needed alongside development.
Councillor Michael Gorman, deputy leader of Cheshire East Council, said an up-to-date plan is needed to avoid development happening “in the wrong places” without the schools, roads, health services and facilities communities rely on.
The council says the plan will look ahead to what Cheshire East could be like in 2045, with adoption expected by early 2029.

Cllr Gorman said the council had carried out preparatory work while awaiting Government information on planning-system reforms, adding that the authority would place “great emphasis” on consultation as the plan develops.

The council expects the Local Plan to be completed and adopted by early 2029. Before then, residents should expect a series of statutory consultation stages, with the July scoping exercise setting the first formal opportunity to shape the evidence, priorities and engagement process.
