Karen Scarborough begins term as Lord Mayor of Westminster: what residents need to know
Councillor Karen Scarborough has officially assumed the role of the Right Worshipful Lord Mayor of Westminster. Following a formal vote at Full Council on May 20, the long-standing Marylebone representative was elected as the borough’s first citizen during a ceremony held at Old Marylebone Town Hall.
Speaking shortly after the proceedings, the new Lord Mayor described the appointment as a significant honor, citing her long history as a resident of the area. Having lived in the borough for the majority of her life, Scarborough emphasized her commitment to engaging with the diverse businesses and communities that define the district. Her term follows that of Councillor Paul Dimoldenberg, who was recognized during the meeting for his year of service as the outgoing Lord Mayor.
Priorities for youth culture and homelessness
The mayoral term will be defined by a specific focus on two social pillars: expanding cultural access for young people and addressing the root causes of homelessness. Scarborough has selected the Young Westminster Foundation and The Passage as her two primary charities for the year. Having served as both a trustee and a volunteer for these organizations, she has indicated that her support is rooted in direct experience with their operational impact.
A central theme of her mayoralty involves making the arts more accessible to children across the borough. The Lord Mayor intends to champion cultural opportunities and promote career paths within the creative sectors. This initiative aims to bridge the gap between Westminster’s world-class cultural institutions and the local youth who may not currently feel they have a pathway into those industries.
A decade of service in Marylebone Ward
Karen Scarborough has represented the Marylebone Ward since 2014, establishing a reputation as a dedicated advocate for local community interests. Her tenure on the council has involved several high-profile roles, including Deputy Cabinet Member positions for Children and Young People, Communities, and City Management and Highways.
Her legislative and oversight experience is extensive, having chaired both the Scrutiny Committee and the Licensing Committee. Scarborough has also been a key figure in environmental and local development initiatives. She served on the Air Quality Strategy Group and the Marylebone Low Emission Neighbourhood, balancing environmental goals with the practical needs of residents and businesses.
Beyond her council duties, she maintains deep ties to local governance and business improvement. She is a Governor for a local primary school, a member of the Harley Street Business Improvement District (BID), and a participant in the Edgware Strategy Group. These roles provide a broad perspective on the intersection of public service, education, and commerce in Central London.
Professional background and community leadership
Born in Scotland, Scarborough moved to Westminster as a young adult and has spent most of her life within the borough. Her professional background is rooted in law and business, providing a structured foundation for her civic leadership. In her private life, she is married with a large family including three children and seven grandchildren.
Outside of her public responsibilities, the Lord Mayor is an active participant in the city’s cultural life, with interests ranging from opera and theatre to gardening and cooking. This personal passion for the arts informs her official goal of ensuring that Westminster’s cultural wealth is shared more equitably among its younger residents.
Transition of the first citizenship
The “Mayor Making” council meeting also served as a moment of transition for the office. The Lord Mayor formally thanked Paul Dimoldenberg for his contributions over the past year. As part of the tradition, Dimoldenberg was presented with an illuminated Vote of Thanks and a past Lord Mayor’s badge. His wife, Linda Hardman, was also presented with a past Lady Mayoress badge in recognition of her support during the previous term.
Scarborough now moves into a year of heavy engagement, with a schedule focused on visiting local schools, supporting charitable fundraisers, and representing Westminster at major civic events across the capital.
