Bolton planning delays could continue while rules change
Bolton residents with planning applications may face delays after national rules take effect on October 31. The council says it will keep receiving and assessing applications, but it cannot hold Planning Committee meetings or determine applications until its constitution is amended.
Planning decisions face a gap in Bolton
The change affects how planning applications are decided. Under the National Scheme of Delegation, more applications will be decided by planning officers rather than elected members on a Planning Committee. Larger and more contentious proposals will still require committee approval.
The government says the new approach is intended to make decisions quicker and more efficient, and reduce the number overturned on appeal. Bolton Council says disruption and delays to local decisions are inevitable while the required constitutional change remains outstanding.

Full Council to reconsider the change on November 10
National rules come into effect on October 31, but Bolton must first amend its constitution to implement the new scheme. Full Council voted against making that amendment on October 7. Councillors are due to consider the matter again at a meeting on November 10.
Until the constitution is amended, the council says it will continue to receive and assess new and existing applications, but will not be legally able to determine them or hold Planning Committee meetings.
